The report provides an overview of human rights developments in Armenia in the course of 2008.

The report examines the implementation of international standards on torture and ill-treatment in Armenia, highlighting major concerns with respect to legislation and practice. It is based on information gathered by the Armenian Helsinki Association in its work (a central part of which is legal assistance to victims of abuse) during the period April 2007-April 2008.

The 32-page report examines the impact of the so-called Russian NGO law, which introduced significant changes to existing legislation on NGOs when it entered into force in April 2006, and which has become a tool of repression against civil society in Russia. The report was written by an IPHR consultant and reviewed and partly edited by MHG staff. It is largely based on information from the MHG and other Russian NGOs.
