IPHR and partners file two Rule 9.2 communications to the Committee of Ministers of the CoE

Today International Partnership for Human Rights (IPHR)  filed two Rule 9.2 communications to the Committee of Ministers of the Council of Europe: one in the case of Bochan vs Ukraine (application no. 22251/08), another on the Ilgar Mammadov group of cases (application no. 15172/13). The first submission was prepared together with the Ukrainian Helsinki Human Rights Union (UHHRU).

Under Rule 9.2 National Human Rights Institutions (NHRIs) and Non-Governmental Organisations (NGOs) have a possibility to report to the CM on the ECtHR case judgements. Considering that some of ECtHR judgments are not fully implemented, such communications allow civil society organisation to provide the Committee with a full picture on developments on the ground. Thus, they play an important role in the execution process.

It is the first time IPHR filed Rule 9.2 submission and we plan to continue working in this direction together with our local partners from the Council of Europe Member States.
