Kazakhstan: Follow-up to the UN Committee against Torture’s Concluding Observations

The NGO Coalition against Torture in Kazakhstan, Helsinki Foundation for Human Rights, International Partnership for Human Rights and the World Organisation against Torture submitted information to the Committee against Torture (CAT) to feed into the Committee’s follow-up procedure. The NGO submission provides up-to-date information about the investigation of torture allegations in Kazakhstan; the need to transfer the authority over places of deprivation of liberty to the Ministry of Justice; the Ombudsman; the National Preventive Mechanism; and the administration of justice in the country. In its Concluding Observations issued to Kazakhstan in November 2014, the CAT had requested Kazakhstan to submit information on selected recommendations by 28 November 2015, as follow-up to the country’s review by the Committee. The Government of Kazakhstan submitted a follow-up report to the CAT in November 2015.
